Don't know, anything i touch in the mod of any version with render target textures gives bugs on nvidia drivers, fallout users have it too.

Never saw this bug myself, but one user reported it and fixed somehow (about 4 months ago). What i see on screenshot is normal behavior of sun rays, but by unknown way their smoothing between each other broken, this could be because length of sun rays increased (but how?). Try other's suggestions.

Is the [TIMEOFDAY] category added in 0.169 linked to Sunset and Sunrise?
As in does that Enabled/Disable those settings?

Sunset/Sunrize can't work without time of the day.
Does anyone know why the hell i can't install latest drivers? Never had such issue before. It's WinXP driver, 320.18 and 320.49 both acts the same

About your Driver issue.
Are you installing over the old ones?
I Always install as follow:
1) Uninstall old Drivers + PhysX
2) Reboot
3) Run CCleaner Registery Cleaner
4) Install new Drivers + PhysX
5) Reboot

I have tried with experimenting with the sun.dds and if you say have a 1024x1024 texture with background and a say 10 pixel circle to make up the sun the sun rays are decreased in length.
Last time I checked such .dds texture comparison was back with 0.157 I think. You can try it out yourself to see if my claim is accurate though.
As for the driver issue I have no idea based solely on the image you posted, but if there is other users having problems like that it might be the installer in itself or the software the installer is trying to install. I'm just speculating here so that is just my thoughts on the matter.

As you said, could also be the installer itself being corrupted.

It could be problem with registers messed up in windows. I had almost similiar problem like you several months ago when i was trying to install nvidia drivers.
For me worked when I uninstalled all nvidia drivers then removed some registers in windows (i guess it was through regedit but cant remember which one register) after that installed new drivers with no problem/error. Hope it helps.

any idea of why my game cant run with somber enb on 0.186 all it does is crash ive tried a few things if someone could post up some possible solutions or issues that would be cool

Noticed your install wanted to install .net 4 :>
Maybe try pre install .net 4 and let windows update it first before installing driver, only thing I can think off at the moment

I fixed my install issues by stopping every service that is related to graphic (nvidia services, teamviewer,...). I closed too software which are using hardware acceleration (firefox, chrome,...).
320.18 are not WHQL. Normally it annoys only Windows 8 users. But maybe not only.
You should try 320.49 instead or maybe 326.01 I linked in your forum.
Otherwise, Driver Sweeper (now Driver Fusion) can be of good help to clean a mess caused by older drivers..
