GECK is the editor for Fallout 3/NV.
Sounds like that may be it, turning the floating editor render window borderless, so it just expands out and fills the whole screen. Though the values are set to false in the ini. so I'm guessing the editor ignores that.
Using the injector should alleviate the problem, though for whatever reason the injector doesn't work for me in this game.

How exactly do you use the new down-sampling effect in this new version of enb? Where do you set the resolution higher?

Confidence-Man
I didn't any changes except to memory reducing and borderless window with extra resolutions enumerating (may be disabled via parameter), so can't help.
Btw, compared files and found that memory fix not active at all, i forgot to remove one condition from skyrim. Will publish update soon.
Nawtilis2
New variable allow enumerate x2 display resolutions, then if they are used, borderless window mode activated instead of fullscreen and then bilinear downsampling occur.

I hope this explains why I'm still getting crashes.
I've not had a lot of time to test yet sadly.

Re: Fallout 3 / New Vegas 0.194
With the new version of .194, when I run in a window, ALT-TAB out and then ALT-TAB back in I get a black screen and the game doesn't resume. I'm not using borderless window functionality nor supersampling. Both memory hacks are true.
Anyone else get this?
It doesn't happen every time I alt-tab out, but it's happened a handful of times now, and I never had that before.

Re: Fallout 3 / New Vegas 0.194
This happen because of memory reducing fix. With borderless window or in windowed mode issue not occur (and i need a lot of time to finish code).

@ENBseries
Where is this variable? I don't see it.
Is it under the ENBseries.ini? Or is it the "AddDisplaySuperSamplingResolutions=true" that makes it 2x the resolution by default?
I would like to apologize in advance for any frustration my technological ignorance has caused you.

Re: Fallout 3 / New Vegas 0.194
It's in enbseries.ini, if not exist, run game once. New display modes added for fullscreen resolutions, which doubled by size.
