GArfink:
Get rid of anything that adds extra spawns.
There are memory issues, there are script issues, and then there are spawn point issues.
Skyrim does not like added spawns, and there is a part issue with too many actors and the AI engine. If you have too many actors then some of them will just stop doing anything or move very sluggish, and it makes the system even more unstable.
There is a reason why the game does not come with massive army battles all over the place.
As for Skyrim Revisted, I run a modified version of it, and I have no issues currently. I am in the process of getting everything back up to 2k for exteriors to see if I can stress out the system. But I have done as above... and that really really helped. Also get rid of mods that add effects in combat.. since that is just too much most of the time.
If you want to test out if your combat is stable, then coc to solitude from the main menu (coc solitudeavenues) and give yourself god mode, and then spawn three dragons. If you can actually fight them for one hour without the game freezing, then most likely you got some good stability.
Other then that then it as you already know. The less resources the game needs to deal with the more stable it is!

Re: TES Skyrim 0.204
Or he could try the battle mod from performance testing hall mod - http://skyrim.nexusmods.com/mods/30187//?
Only thing that would make it better is to add collision boxes around it to confine the NPC's to the area available in the viewing angle so they don't run off. That would make the performance comparisons more equal to each other.
