If it was related to the mod Get Wet which adds a FX effect on top of the character mesh it should affect the whole mesh not just the edges, it's similar effect to that of the Healing effect that envelops the character.
It looks like it's caused by the SSAO IL though that is the strongest I've seen it be since I first noticed that problem with it. Such edges also happens without ENB active.

Yes but it seems to only happen above the Watter Shader that itself is strange and the blue color could be really the sky there must be some interaction between sky and watter
and yes it's also happening as said without ENB on that makes it even more strange.

The grass you're making is the best i've ever seen in any game. You should make more grass and flora. It's absolutely excellent!

The color can from the WaterMultiplier value as well, that adds an overlaying tint of colors to the water most noticeable around edges such as rocks, shore lines and any other object merged or submerged in the water.
It doesn't happen over every Water part (Krista i know the specular is bad )
Mixed with the IBL translucency Depth Render issue

It seems not only IBL can cause this translucency Depth Rendering issue but also SSAO (IBL was disabled here but now it's triggered by SSAO much lower perceptible though)
The SSAO based translucency can be get easily under control also it only exists there for total shadowed situations maybe it is influenced by the skylighting also
