I think I may have encountered the culprit here.
I had this mod called Double Cursor Fix, and I think that is what was breaking the cursor.
Can anyone else confirm?

I use that mod with ENB and have never had an issue... That is not to say it is not your issue, but what I would do If I were you; uninstall each mod one at at a time until the issue goes away. The last mod unistalled will likely be the culprit if it is indeed a mod causing the issue..

I don't believe it's a mod causing this issue, tbh.
Something else just broke it and I have no idea what.

Already did that. Twice. Truth is sometimes the cursor does move, others it simply doesn't.
Honestly I still haven't found which mod is causing this, chances are it isn't even a mod.
Sucks there doesn't seem to be other players complaining. Kind of hard to pinpoint the problem. So far, it seems to be Windows 8.1.
But that doesn't make much sense, so...
