I've exactly this problem
only with Win8.1. Confirmed testing the same Steam folder in Win8 and Win8.1 (tested also in fullscreen/windowed mode and older ENB versions without success).
The game cursor works fine (menu/console even opening ENB gui) but not the ENB cursor (hourglass stays stuck on center).
In Win8 I have no problem.
Playing on HD5970.
