Have you tried running without ENB injected to the game during the same event?

If it just happened to day there has been a change in your files beyond ENB or it may not have occurred before because you did not encounter the similar events that led to this issue.
Installed mod with script, saved the game, decided to uninstalled, saved it = "bad" things tend to happen.
The range of causes for such an issue can be very long.

Boris is it possible that all the AA steps currently fail with thin objects like fine Hair textured meshes ?
only temporal AA seems to avoid it somewhat but it's still very unstable in Motion

For thin hairs only msaa with transparency supersampling / supersampling / temporal antialiasing working.

No, alpha sorting not applied for hairs and any similar tricks will look buggy.

Boris i looked more closely this is not the hair really itself it is the shadows between the hair mesh that causes this motion instability if i disable the shadow quality fix part the motion stability is much better but i guess ultimately i wont get away from upping the shadow resolution to improve these complex hair mesh results in motion.
I guess a Temporal Denoiser would be way to slow compared to upping the Shadow resolution ?

I had an idea, as I watched things go by while riding in a vehicle today. What if there was a motionblur that used the DOF as a blending means? Something like only using a screen-space motion blur for the objects that are blurred by the DoF.
