That's the classic anamorphic flare by Matso, mixed together with Jasmins camera lenz effect.

Encountered a wicked morning fog leaving Riverwood. I've had Supreme Volumetric Fog installed for a while...never seen it quite like this:

Looks like an anamorphic flare. I know K ENB and it's derivatives have something akin to that, and I'm sure other ENB's have it as well (often in the "Optionals" folder, where additional DOF effects can sometimes be found.)
