Work for me as expected, at least if i remember it should be. Attached sample files, set "fw 81a" and it wll show parameters for weather.
Btw, if you want to fix it, then explain in details everything, step by step, so i could repeat.

Parameters show up, but as I said the weather specific values have no effect. Under outgoing weather ID there's nothing and transition is 0.00:

There isn't much to the process; I take the enbhelper.dll and put it in enbseries folder as the readme says, disable enb reference mod. Even if I have the reference mod enabled, it still won't work as long as I have the enbhelper.dll in the enbseries folder.

I get the same exact same results as others are reporting. No change when modifying weather window, but standard editor takes effect.

As Confidence-Man said, process is simple. Download .dll file and place in the enbseries folder. I removed enb_reference.esp and .bsa from data folder (to remove all traces), went in game, set timescale to 1 to avoid change of weather. Weather was already 81a (as shown in weather window), transition at 0.00. Anything modified in weather window had no effect, standard window did.

Did the exact same process (even to standing in the exact same spot) with your sample weathers (removed all weather related files except helper dll from enbseries folder and replaced with yours) and had the exact same result. Weather window does nothing, regular editor takes effect.

As a final test I did a coc from main menu to riverwood to make sure game had absolutely no trace of previous helper mod. Again, same result. Only tested this with your sample weathers.

I did not test with enb_reference and helper .dll at the same time, but it seems fairly clear that the new file isn't working as it's supposed to.

And yes, EnableMultipleWeathers=true

EDIT: I should also note, outgoing weathers reads "DEFAULT" just like Confidence-Man

Did someone tried to maybe start a complete new Game state, sometimes especially with weathers this can do wonders depending on the savegame state :)

I did. I did a coc riverwood directly from the main menu screen creating a new game state. Still did nothing :-\

Also, the save game I initially tested on was very new. Just got to Riverwood after Helgen. What I'd like to see (and what I'm not particularly willing to do atm, sorry) is what we get when we have a totally clean install of skyrim with only enb installed and see if the new helper works in that state. I suspect it won't, but that would start getting us somewhere.

EDIT: I'm starting realize why Boris gets upset with downloads and no reports... 16 downloads, 2 reports, and it's just some sample weathers, not even a binary...

I even don't get the weather list @ all showing up like Confidence-Man with it's configuration setup for me it cant even get track of the current active weather id

moved the helper dll into /enbseries

maybe it needs to be in the main enb folder ?

Ok, I will try to explain how it behaves for me.
Putting enbhelper.dll in enbseries-folder is correct.
I used Boris sample weather config. I loaded game, moved to honeybrew meadery. I set fw 81a in console, close console, weather was set. Open console again (I allways open console while changing settings in enb gui). Enb gui showed:
current weather: 0X0000081a
outgoing: 0X00000000
transition: 0
I set directlightingintensity for day, night, sunset, sunrise to 20, close console - nothing happened. open console, saved weather, closed console - nothing happend. walked around and after some seconds (10? 20?) all got full bright (directlightingintensity 20). gui showed:
current weather: 0X0010e1ed
outgoing: 0X0000081a
transition: .11
transition startet to new weather and after it was finished (directlightingintensity as set in default settings) suddenly it switched back to fullbright / weather-setting for weather 81a. After some seconds (10? 20?) it switched back to default settings and everything was ok again.
I then switched back to weather 81a and set directlightingintensity to 1.5 - it worked as described above but still with fullbright so I guess it was not using the changed 1.5 value but still the value of 20 for directlightingintensity.

A sideeffect was that my character was walking sideways for some seconds during this testing while transitioning was going on - was very strange and maybe not related to ENB / new dll - dont know what was causing it ...
