If I'm underwater and look up, the first image happens. If I'm above the water looking at the surface it looks fine. I have water displacements turned off (bUseWaterDisplacements=0). This is only for large bodies of water like Lake Mead.
If I look at a small object-based water surface, it's always messed up as in this second image.
If I toggle ENB off, the water looks as expected. If ENB is on but absolutely all ENB effects are off, the water still looks messed up.
Oh, and this is with 230, though the problem occurs at least back to 190.
Windows XP 32-bit. Nvidia 650 Ti.

Set multisample to 0 in your ini files.
