Try using a higher time speed by altering the game timescale.
set timescale to 1000, enter that into the console and you should see that there will be moving shadows across the entire landscape. And be in a weather that is not fully covered by clouds.
Otherwise there is probably something not configured as it should be.
Works for me with the latest Nvidia drivers and you can see me my PC specs below in my signature.

Try without CoT to see if it is that mod that causes it, I don't have any problem with my own weather mod however. Neither of them, the one that alters the vanilla weathers or the one where I have created weathers from scratch and added into the game.

If I'm not mistaken here the controls are tied to Skylighting, at least I saw a difference in the intensity of the effect by altering the AmbientMinLevel settings. when that effect was enabled.

I'm using Climates of Tamriel and cloudshadows are working fine for me, just about to make a video.

Shadows from clouds are not linked to skylighting or anything else, they depends only from opacity of vanilla clouds. Shadows are shadows, they are always the same. If invisible, then it's clouds too much transparent or preset have unbalanced direct light intensity (sun) vs ambient intensity.

Ok then it is because I'm using such a low shadow bias so the skylighting affects the ground.

Thanks for correcting me so I and others know it's function a bit better.

Only 30 minutes of testing so far on an AMd but no problems so far. I know you are expecting some and glad to help test it for you. No CTD so far. No Flickering yet. Any other bugs you are expecting?

Well I just did a quick test using Opethfeldt's preset, first just outside Windhelm on the bridge and then at Skyhaven Temple exterior. I could barely notice it near windhelm, but it was noticeable, then at Skyhaven Temple and I saw the effect very clearly. It's amazing! I suspect it'll be a pretty subtle effect during play unless a preset has strong direct light intensity and/or is configured with cloud shadows in mind but in motion at a very high timescale it's very impressive, especially in the Reach mountains. I think using ENB weathers is going to almost become a must if using cloud shadows to get things right (hurray!).

Also, AMD user here and didn't notice any problems at all, framerate was fine, it didn't increase any loading times, no flickering, nothing. So, hopefully it works for us. I'll keep playing and if I run across any issues I'll be sure to report.
