Graphic mod ENBSeries / patch ENBoost 0.243
Added occlusion culling performance optimization which partially work at this moment in exteriors, it can be toggled by new parameter EnableOcclusionCulling in enblocal.ini. Added parameter AutodetectVideoMemorySize which turn on automatic detection of shared video memory, if memory manager enabled.
Occlusion culling is not effect, it's special method to not render objects which are not visible behind others. Properly used it decrease cpu usage.
Current version of occlusion culling affect water, performance is higher when water is not visible on screen (by pixels less than 3000). Users with slow CPUs (or any AMD CPUs) and fast videocards will have the biggest performance impact from enabling occlusion culling.

I have a weird issue with my player chars arms plus equipped weapon casting light in first person. It looks normal in third person.
With ENB:

It's only noticeable in the darkness if you don't know what to look for. The issue is there with ENB Series 240, 241 and 243 (haven't checked with earlier versions yet).

Yes, turns out to be the ILAmount of AmbientIndirectLighting. So no bug - I just have to turn down the amount. Still a bit odd that it's only visible in first person, though.

In first person weapon and arms models have absolutely different rendering pipeline, they live by own life, like objects in inventory.
