A simple thing - how to use ENB helper? Any leads/tutorials/guides/tips?

Download the .dll from here http://www.dev-c.com/skyrim/enbhelper/
Then place enbhelper.dll in your enbseries folder. And then when you next run the game with binary v0.229+ it should be running. I hope this is the info you needed
As far as utilizing it for shaders and such... I THINK only Boris can do that via binary updates.

There is no use of it from users side, it's just a library which allow to read data from game process and i don't need to care about broken game license cause of dissasembling.

As I recall, there is no current way to get weather info into the shaders. The shaders are still restricted to DN-IE at this point. The closest thing (and this is far from a good option) would be to create a .esp for weather and modify imagespaces, then build the shaders around that platform. This obviously and unfortunately results in a single preset and not a shader framework. It's something Boris would have to implement in the binary and I imagine it would be a big job.
