I have a huge stuttering problems in interior places of Skyrim. Especially in Jorrvaskr. I cant even walk to Kodlak's room.
Here what i tried:
-ENBoost 5
-AntiFreeze ENB Series
-lowering iShadowMapResolution from 4096 to 2048
-lowering shadow to high from ultra in launcher
-close fps limiter
No matter what i tried, result is same. just making shadows high boosted a bit of fps.

Are you using ELFX and SMIM? If so, I am going to guess based on personal experience that it's got something to do with the chandeliers meshes and/or chandelier candle meshes. Some combination of the two mods installed in some specific way - or some combination of those and some other mod that's installed that clobbers them - I'm not sure which - causes massive stuttering, especially in Jorrvaskr. Removing the offending meshes fixes it. Then you can try to replace them from which ever mod you want and see if you can get it working right.
EDIT: I believe it's the impchandellier ones to be specific.

Try to simply update ELFX and SMIMM to the latest versions. Maybe it's fixed already.

Look in your skyrim\data\meshes\clutter\imperial folder
You will see impchandellier nif files.
I believe the offending mesh that caused the worst problems in my case was the impchandelliercandle01.nif.
I if you have the unofficial skyrim patch installed you also have a mesh called impchandelliercandle01uskp.nif in there.
If you have that, just copy that file and replace the impchnadelliercandle01.nif with it. I am pretty sure that solved the problem for me last time I had it.
If that does not solve it or you do not have the uskp version, just delete that file and see if it helps.
You may also need to delete some of the other impchandellier*01.nif files, but don't start doing that until you are sure you need to. Back them up and try it one at a time, if it solves nothing put them back, until you find the culprits.
But I think the one I mentioned above was the big problem for me.
EDIT: BTW, I have not had this problem again since I did a full reinstall of skyrim and my mods. And when I did have this problem, upgrading ELFX/SMIM didn't fix it regardless of the order I installed them. So although it was related somehow to the ELFX/SMIM meshes, I think there some kind of configuration change made by a 3rd mods ESP that triggers it. But I can't tell you what. I just know that right now it doesn't happen, ELFX or not. I am not using ELFX at the moment, I'm using a mixture of ELE stuff and relighting skyrim - but I know if I install ELFX over my current configuration the bug doesn't happen.
