Sorry, but you wrong. There is no better oprimization for AMD (unless someone use mantle, which is pain in the ass to work with instead of just one DirectX API). The same for NVidia. Why? Because very few algorithms runs better for each vendor and games don't use them (except Crytek may be or advanced developers/researchers). Code is hard to control, driver and videocard do the job which is beyond game developer. I spent several weeks experimenting with some shaders how to put instructions for greater performance for NVidia, without such changes videocard waste a lot of time waiting for something (may be when certain operations finished, nobody knows). And of course hardware of consoles do not affect development for PC, including optimization (optimization is not the same, but code will be the same actually as developers are lazy asses mostly as any workers).

This is NOT related to ENB, but to SKSE.
Try launching the game right from TESV.exe, with the latest 0.264 : no issue at all.

deinstalling the new GeForce Experience 2.1.2.0 works, game is starting, also using SKSE. [sarcasm] big thanks to Nvidia for this new driver, it made my day! [/sarcasm]

Multiple users have confirm that uninstalling GeForce Experience 2.12 can solve the issue.

Nvidia always releases new drivers when a new part comes to market. The 344.11 drivers are primarily for users of 970 and 980 cards, which were made available today. If you're not using one of those, it may be wise to wait. Only three games are listed as benefiting from any increase in performance and you'd better be sure Skyrim isn't among them. Not that it would have much impact on performance while using an ENB in any event...

344.11 release notes (yes, the release notes are 68 pages long).

sadly most of the people are installing new drivers without reading the release notes ;)

deinstalling GF Experience might work for most of them but it's only a temporary solution,
many are recording with Shadowplay and will not be happy to have to delete GeForce Experience.

btw, Geforce Experience 2.1.1.0 or 2.1.1.1 are working without problems...
