EDIT: Nevermind finally figured it out - just got the Frost effect to work. Found out I had to edit the weather numbers.

I don't know enough about code to use it well though. I basically looked at the weather files for CR ENB and then duplicated the naming structure for a small set of snow weathers to get it to work. However, using the enblens.fx default file distorted the brightness levels of the preset. I am wondering if there is a way to just get the frost vignette without any other changes similar to a normal vignette. Would be nice if I could unhook it from weathers and just enable/disable the frost on the fly in the GUI. Don't know enough about coding to fool around with it to much but may do some trial and error and see if I can get something worked out. Anyhow its a cool effect.

You can try changing rain/snow intensity and see if there are any related changes, much easier to tell what went wrong this way.
