Odd Radial Effect

Hi again, so I've got a question about something strange that I'm experiencing:

You may have to enlarge the image to see what I'm talking about, but in this image there is an effect on the ground. It looks like someone took a brush and ran it over the ground away from my POV.

If I draw a weapon:

the effect goes away. But as soon as I sheath the weapon it returns. It also goes away when I disable the graphics enhancements (UsePatchSpeedhackWithoutGraphics=true ) which tells me that it's something to do with the ENB, although I suppose it could be a complication with my new Nvidia card. Does anyone know what this is and how to correct it?

Sorry. It's not when I draw a weapon that it goes away. It's when I apply a light source. I'm using illuminated spells, which cast light on the textures. When I sheath the spell the oddity returns.

Disable Terrain Parallax in your enblocal.ini. There aren't many textures for it yet and it often looks like that without.
