As far as i know you cant over- or underclock a non k cpu well. The coreclock is calculated by BLCK * Multiplikator. On non k cpu the multiplikator is fixed so you could only lower the BLCK (Base-Clock). The problem is that only good (and expensive) motherboards support an BLCK that differs much from the default value and that you can generally not raise or lower it too much. So i think its not really practicable to over/underclock a non k cpu, but i could be wrong too.

I disabled the "Turbo mode" from bios on my i7-3770 to keep the fan noise down.
Here's the Banneredmare ELFX light that had X axis to -90degree, and I restored it to the Skyrim's 0 degree that fixed the floor board having complete shadow.

Here's the Nchuandzel05 ELFX own half shadow hami dead centered to the chandelier mesh that the ENB shadow completely darken the room below. I fixed it by moving it out of the chandelier mesh.

My ELFX undo/fix mod has a long list of this type of ELFX edits that didn't factor in the ENB's realistic shadow.
Here's the Banneredmare ELFX light that had X axis to -90degree, and I restored it to the Skyrim's 0 degree that fixed the floor board having complete shadow.

Wow, I really had to look for it really hard to find the seam fix.

ELFX did attempt to hide the seam by rotating the X and Z axis, but ELFX also pushed down the light too close to the floor. That caused ENB shadow fix (which is a must to have) to detect the little bump on the floor edge which the shadow covered up the floor board.
The others like prod80 should voice their opinion but it looked OK to me because the seam would be more noticeable than the fix.

Mother or satan, born me back... Was in hardware shop again to return that Haswell based mobo/cpu/ram and to not waste time decided to buy something useful. Got surge suppressor which is the best for high frequency voltage protection and overvoltage in general. And it produce a lot of noise, which is continue to sound even after 3 seconds, smoothly fading out. WTF??? I'm totaly hate modern hardware. Really, i can't be so much unlucky.

Damn, that sucks. But it's not only you, these days even the most expensive stuff is pretty shitty quality since it's produced as cheaply as possible in China etc. Capitalism and consumerism for the win, urgh.

I've had a long conversation with Tristan1974 about why his ENB preset T.A.Z. Visual Overhaul won't work for me. It's in the comment section of the mod page if you're interested, but I'll just go ahead and give you the rundown.

What it looks like on my computer...
Start of the game, carriage:
Riverwood and Whiterun vicinity:
Whiterun vicinity, 11:00 in the morning, normal rainy weather:
Factlist:
- While T.A.Z. has a weather ESP, there were no mods conflicting with it. The ENB 'breaks' with no mods enabled at all. I use no other mod that affects weathers.
- The game looks fine using any other ENB preset, even with his weather ESP enabled.
- No other ENB has this issue. Not even the one this one was based on (NLA).
- The vanilla game is fine, it didn't break while I wasn't looking.
- Doesn't matter if I use the ENB wrapper or the injector. The problem happens in the exact same manner.
- I use a custom Distand Land LOD, custom Sky LOD, custom cloud textures -I know, none of this should affect ENB. I'm just running our of ideas of what might be causing this.
- ... no other person has reported this issue. Which means I've either found a really obscure bug, or I've done something monumentally stupid.
Now I'm partial to Murphy's law, so I'm inclined to believe I did something wrong. It's just that I've really looked and looked. Reinstalled different ENB presets, they still worked fine as they always have. Tristan1974 has been a great help, but we weren't able to figure out what is going on in the end. He asked me to come here to this thread and ask you instead Boris. Maybe you can recognize something in these screenshots? I don't know what else to do, I've exhausted my own and the mod author's knowledge.

Boris, If you are still in the mood for gui coding could we get the feature of remembering the gui windows' positions and sizes in enblocal.ini ? I'm sure this would save many hours of collective scrolling amongst us. Thanks for considering.

Just a heads up in case someone else runs into this. I was able to figure out that the problem here was Skyrim Performance Monitor (http://www.nexusmods.com/skyrim/mods/6491) and specifically when the option "Attempt Support for Custom D3D9.dll" is enabled. This has some conflict with the newest version of 265.In the new version of 265 I don't get any GUI with shift+enter. I have a multi-monitor setup so I thought maybe that was the problem, but I disconnected and went back to one monitor and it still did not work. I also tried removing all enb/sweet fx files and using only the official files. I was on nvidia driver version 332.21 but I updated to 347.25 just now and still no gui. Anyone else seeing this?

Just wanted to add one more observation. It's like the sky is broken with this ENB, snow is falling and much like the fog in the first screenshots, I can only see it in front of other objects, in this case trees:
