960 seems to have it's full 4gb but apart from that it's so much weaker than the 970. If you have the money, take the 970 it should run witcher 3 pretty good.
Here's the deal with the 970. It's a great card, especially considering price to performance. The 3.5GB+500MB thing is pretty dumb, yeah. But when you just look at the benchmarks, the real world tests, there is no denying the numbers - the card performs very well. I'm not currently in the market for a new GPU, I'm still quite happy with mine and my bank account is also happy with mine, but if I was and I didn't need the card immediately, I'd wait a bit until AMD shows their hand with their R9 3xx series (unless you're a hardcore team green fan). Once AMD shows their new generation you'll have a better picture of the whole landscape and can make an informed decision. There's no way I'd take a 960 over a 970 because of the 3.5GB snafu though.

The 970 has the the best bang for buck, the 960 is not worth the upgrade from your current card. If you need more VRAM get the 980, it's faster too but you pay a premium for it. Another option might be a second hand Titan, the 6GB VRAM makes a massive difference in Skyrim and you might be able to get one at a good price now the Titan X is out
Cheers for the advice guys. Think I will take the plunge on a 970. For the price of a 960 it isn't really worth it looking at the performance on some games...
