I used to use EnableFPSLimit=true with FPSLimit=90 to keep Skyrim's physics from breaking at high framerates (horse carts bouncing around in the opening sequence, plates bouncing off tables in inns, etc). I have a 120hz monitor, so enabling vsync doesn't slow it down enough.
In my new install with ENB v0.272 it doesn't seem to be working right. If I set EnableFPSLimit=True then my frame rate gets limited to 16 FPS, even in scenes where with EnableFPSLimit=False my frame rate would be >100.
I'm wondering if this is a problem with new tech; I've got an NVIDIA GTX 980 Ti with driver version 353.38.

I'm having the same problem.
Haven't tested yet, but it could be caused by Razer Sync.
I'm also running MSI afterburner for OC, overlays is off, so it shouldn't be any issue I think?

No Razer Sync here, and I'm using PrecisionX for OC, but I was using that when I did my last bout with Skyrim earlier this year and I wasn't having the problem then. I'll see if I can figure out which ENB version I was using before and give it a shot.
Edit/Update: Went back to ENB v0.262 and the FPS limiter does work, though it results in a ridiculous amount of choppiness that I really don't remember happening before, even when I was on a my old GTX670.

This do not depends from mod version. On the contrary, latest have very precise fps limiter, i even removed Sleep function and just spinning cpu to guarantee perfect timing. Still, users have some shit installed which hooks in to the game.

Like i know applications You may find a lot of posts here, where users talk about similar changes in fps limiter for every version where i try to modify the code of it, but some have problems with older versions and fine with new, others on the contrary. It's not the mod dependent, don't waste time seeking in false direction, it's all about other software making changes in game/d3d. It can be drivers or their setting (geforce experience is kinda shit), antivirus (especially avast), steam overlay. When i see such bug reports i feel dizzy, how do you think possible to create complex modification and unable to wait some time after frame end? It's silly.

I'm starting to worry it's the new drivers since the older ENB that was fine before is choppy now, but this card is unstable with older drivers...

Hello.
I just found this post searching and I have exactly the same problem. I have FPSLimit=30 and vsync off and my fps are always moving from 30 to 60... I have the latest ENB files and my graphic card is a R9 290 Tri-X with the latest beta drivers. I'm not having this problem with other ENBs like the one from FNV.

EDIT: Ok I think the problem isn't caused by ENB because even using iPresentInterval=2 on the skyrim .ini files doesn't work either.
