Updated silently, made static linking of dependent libraries. This will not change anything, except no errors on empty Windows installation.

with 4 GB VRAM and 16 GB RAM (GTX970, Win 8.1 64)
DX11 shows 13440...15200 (varies depending on the utilization of the computer, seems correct...) but
DX9 shows everytime only 4064

This value (4064) is mentioned here and also in the STEP forum repeatedly. Seems to be a fundamental problem but looking in what direction? Nvidia drivers, Win 8.1, graphics card itself ...

Decrease it. For win8+ and 1920*1080 it's about 150 mb less. For 4k about 600 mb less. For win7 about 2 times smaller, for winxp any small amount.

Drivers. I also have 4gb with 2gb real vram size, tested on xp and win7. Another test on amd card with 2gb vram and 4 gb ram reported 3.8 gb. And as you may see in posts here, some users have a lot of memory available for dx9 test. If it helps, this tool measure local and non local video memory both, don't know if these names can be used these days. I can make different type of memory test which may give bigger numbers, but that "extra" memory is not well optimized for ENBoost and any games with manual streaming, so i don't know is it have any practical use for the mod (users don't need to know these digits otherwise).

So, for win7 at 1920*1080p the reduction should around 70-80mb. Considering that Steam, Avast Free Antivirus and some other small processes are running is an 80mb reduction enough?

Also, should DisableDriverMemoryManager be set to true when using an AMD card? I have a 4890 1GB.

Considering Avast is crapware i expect you have other "small processes" which makes me happy.

How much memory is wasted on your system, i don't know. Even having browsers opened dramastically affect vram usage. DisableDriverMemoryManager=true is the best for AMD cards, at least old one.

Okay, here is the test of different memory allocation type. It may be bigger than previous versions reported, but slower. If it's greater, you may set it in ENBoost properties, but don't tell me anything about stuttering.

Got 7904 for DX9, 102720 for DX11(wtf, that's ~102 gigabytes total?)?
Test version from the post above shows the same 7904 as the regular one.

That's on Catalyst 14.12 Omega.

ps: oh, that DX11 reading is probably from the free space available on my system drive, where swap file is located?

Obviously it's a bug. Install different drivers, kill all processes.
