I got the Performance version of this ENB for Fallout: New Vegas, and many people with lower versions of processors and Graphics cards were running at 30-60, but when I use Fallout, it runs at 7-10 fps. The only way for it to run at 25-30 with this shader is to turn nearly everything off, resulting in it looking WORSE than the base game's original graphics.
My Processor is an AMD A8-7600 Radeon r7 Quad Core (3.10 GHz), and I have 8GB of RAM.
I run F:NV using the 4GB loader. I tried using BOSS to adjust the load order, but it still ran quite low.

If there is no way to fix it, I would please like to know how to Remove and Uninstall the ENB, and try a different one.

If you trying to run the game without pci-ex videocard, this is a very bad idea. Mod require high bandwidth for certain amount of vram (which depends from screen resolution), when this amount goes above internal fast on-gpu memory, much slower ram is used. But i don't think the problem in just that kind, because 7-10 fps is too low even for such integrated gpu. Try to disable memory manager by set these parameters in enblocal.ini:
ExpandSystemMemoryX64=false
ReduceSystemMemoryUsage=false
DisableDriverMemoryManager=false
If not helps, check if lowering resolution affect performance accordingly, if so, then it's just gpu as described above (ambient occlusion and some depth of field shaders are the slowest). Also make sure that these parameters are set:
WaitBusyRenderer=false
EnableFPSLimit=false
ExpandSystemMemoryX64=false
ReduceSystemMemoryUsage=false

Concerning ENBLocal
Yeah, I checked inside of that. I believe since I got the performance version of it, they were defaulted to False. I am not a computer-savvy person. I got this computer pre-made, and it has an On-board graphics processor rather than a video card. I do not know if that is good or bad, nor if it would be compatible with one of these Express cards. I will have to look into it. I have found a way to turn off the ENB, but not remove it, so Load times and alt tabbing are lengthier and more risky now. If anything, I'm just hoping this doesn't mean Fallout 4 would run poorly. If so, I will need to get one of these Express cards soon. Thanks for the help.

You will not be able to play FNV well with ENB if you have integrated graphics; you needed a dedicated graphics card for decent performance. To uninstall ENB, you just have to delete/rename the d3d9.dll file that you installed with ENB.

I will say I've attempted that, and all it does it make Fallout NV a Black Screen.

If you delete the d3d9.dll, and you are not using ENB Injector, then ENB will have absolutely no effect on your game. Uninstalling ENB cannot be the cause of your game not loading. When you uninstall ENB, it is like it was never there, i.e. there are no 'lingering effects'.

ENB Visuals
It does load. It plays sound, has the loading icon and everything. But it's as if there's no video whatsoever. I will look into seeing if there is an Injector I accidentally placed.
Edit: The only injector I could locate is for SweetFX, not ENB.
Edit 2: I did the same thing I did before, except it worked this time. Either I was deleting the wrong file before, or technology likes to treat me wrong. Either way, thank you for the help. I am going to try and gain an actual dedicated Video Card, so I can hopefully run This and Fallout 4 on release
