Doubt about Skyrim ini's and iPresentInterval.

I've heard that iPresentInterval=1 must be deleted from the SkyrimPrefs.ini and added to the Skyrim.ini otherwise ENB and/or ENBoost will not work properly, is this a real fact ? I'm asking because I've never made these ini changes and never had problems with ENB's and ENBoost not working properly, at least I've noticed anything wrong, so, should I made this change on my ini's or that's just a myth ?
