I get these really blocky rain sprites during stormy weather. I am using Opethfeldts ENB preset on v0.279 and this only happens during heavy rain storms.

Disable rain in enbseries.ini or in the editor. If this helps, probably rain texture (the one from mod archive) is invalid or something wrong with shaders (because of drivers or crapware). Have you tried to force rainy weather, is it also have the bug?

Yeah, disabling it removes it. I've tried several different rain textures too. All same result. I don't know how to force weathers. I usually wait it out in an interior or advance time.

May be you have some modification which affect rain or classic scenario - crapware. I can't help here, sorry, this is not a mod bug and i saw here similar report once long time ago.
