Haha, wow, that bug is AWESOME! The ENB interface is a texture in the game world :P

Well some light sources don't cast shadows, some do. Here's a normal shadows inside.

No idea why Beth did that. To save performance for consoles I guess? Mods will fix that.

Mods won't fix it, and we know it from Skyrim experience. More than 3 shadowcasting lightsources in the cell - helluva lot of bugs will kick in. There were scripted ways to workaround it a little bit, but 4 years now - still no mods for skyrim to script every single light out there. All popular relighting mods are using non-shadowcasters for the most of the time.

It's an updated engine, so will see. I think it's just enough to enable shadow casting for few light sources, which doesn't casting them.

I don't see a difference. SSAO in most games looks exactly same.

Looks to me like this is the Fallout 4 whine forum..

Sure there are tons of games that look better, but it's a nice game, haven't had one single bug in 20 hours of gameplay, and i have a AMD card, which seem to always have bad drivers.

Try to make a game yourself instead of crying about others games.
