What i'm thinking of now, because performance differ so much for some users and for others it's not, may be it's cpu cache issue, any software or os reduce it a lot, so even very small part of the disabled code is much slower. Other than that different directx files because of win10 have lower performance.

I believe it could be CPU cache or cpu overall, as some users with a gtx 980Ti has worse performance than my GTX 980.
I also use CPU timer to have less ms delay between cpu cycles on my OS.
I think it does that anyway (HPET).
Users could also try to unpark their cores, Could be the cause of stutter and fps drops when something jumps from calm to intensive.
Anyway I believe drivers could also be an issue as the game is new but some drivers is not.

I have another idea. May be issue happens because different turboboost functioning with and without ENBoost? Users with the issue need to get tools which allow to measure frequency of all cpu cores and check what is going on with and without mod.

Realtemp GT has a turbo boost toogle in the settings area. Could be good to know.
And the toggle actually works too.

Tried latest nvidia drivers "fallout 4 edition", cute little mfkers i tell'ya. Game crash at start without mod whatever i do. Well, as expected, old cards completely ignored.

Cpu frequency is important to test, not cpu usage.

2D softwares downclocked my gtx 980, preventing it to hit the boost level.
People who lag should look if their core clock is correct when playing.

I stayed @ 353 drivers for my 750ti but the only thing I tried from Nvidia that was new was the "optimized" settings.

I stay @ 50fps and the lowest it drops is 45ish.

I use 0.283 and Enhanced Wasteland Reshade with no issues.

One question I have is how can I check how much work my cores are doing while I'm in game? I have a I7-4790 non K. When I check my gpu's monitor I notice its usually @ 99% usage while staying below 65 degrees but I have no idea what my cpu is doing. The cores are unparked that much I made sure of when I built this pc..

Boris, changing printscreen to either 1 or 255 didn't change anything

Toggled Turbo boost with the said software Core Temp GT

Here's the result, It's amazing really how much the cpu made a difference.
Remember this is on a 6 core i7-5820K 3300 mhz without turbo and 4000 with.
