В общем, суть в том была, чтобы снаружи текстуры подгружались так, как будто я запустил игру на средних настройках, а внутри подгружались так, как будто игра запущена была с ультра настройками текстур.
Когда на экране загрузки какая-нибудь моделька крутится, то, если она уже была подгружена в текущей ячейке мира, она сначала появляется с полноразмерной текстурой, а потом сбрасывается до минимальной и загружается заного, я поэтому предположил, что при каждой загрузке все текстуры сбрасываются и загружаются заного. А потом я наивно предположил, что если до начала загрузки просто хакнуть и заменить на лету игровую настройку кач-ва текстур, ту которую выбираешь в Fallout4Launcher, которая в Fallout4Prefs.ini носит название iTexMipMapSkip, то можно будет на лету, при загрузке уровня без перезапуска экзешника менять качество текстур.
Это все только догадки. Я не предлагаю средствами enb как-то вручную пережимать текстуры на лету или делать еще какие-то сложные модификации, я хотел банально один байт памяти, где хранится текущая настройка iTexMipMapSkip хукнуть и менять значение. Мне просто не хватает знаний найти адрес памяти нужный, в противном случае я бы сам проверил через cheat engine банально.

Это стриминг игры корявый, его и надо твикать (ну или попробовать VideoMemorySizeMb менять). iTexMipMapSkip насколько понимаю, просто уровень детализации, а не мипмэппинг. От видеокарты такие артефакты не зависят на самом деле. Может еще игра от количества ram такое вытворять может, не могу проверить у себя.

I don't understand what B*da doing now and why not releasing fallout kit for modders, so confused what to do with the mod (heck knows when they'll release nvidia only eye shadow and lipstick instead of optimizing the crap they are done).

Boris i have Problems with this Setup and the Mouse Interface of the ENB GUI, i get a to small space to interact.
Nvdiai DSR Factor 4
Windowed Render Resolution
iSize W=3325
iSize H=1871
I cant reach the whole GUI
Here is roughly the interaction area possible with Mouse inputs i can't escape it while the ENB Gui Renders.
Looks like Mouse input stucks in the Native Display Render Resolution.

It's probably because game limiting area, you should activate console (~ key) to work with mod editor. But if it's not this case, i can't help, this is real cursor position and i have no idea how it can be limited only by using downscaling (and can't test this issue, because last drivers which work with Fallout 4 for me do not have downscaling feature).

CruNcher - if you open the FO4 console (`) to freeze the game you should find the ENB cursor has full access to the ENB Menu.
I get this issue too at 2560x1440 which is my monitor's native resolution.
EDIT : Ack! Ninja'd. Opening Console is correct solution.

Oh, Boris, while you are here... I am using the 0.291 FO4 download from your downloads page but ingame I am seeing a "New version available for download" in the top left of your message area shortly after starting. This started appearing yesterday for me but there does not appear to be a new release for FO4 on your downloads page. Should I ignore it?

I look forward to new releases of this enb series. I'm just so unhappy how the game looks it's all around too over saturated. I've been tweaking this enb series since it was released, it's getting better and better. Back in February was the last update of my preset called HardWorldENB which can be found on the nexus. I just can't get what I want the game to look like...yet.
