I'm using NLA ENB, and at night my hands have a wierd glow around them when using spells.Daytime is perfectly fine.
Here is how it loogks with ENB Effects disabled:

It looks like the glow is just more intense with ENB, not sure if there's anything wrong apart from the awful banding (image compression?)

I tried playing with 0 mods , just ENB and it looks exactly the same so it's not a mod problem.
I also tried fiddling with enbseries.ini but couldn't do anything.
Is there any way to get rid of that banding,like some lighting mod?
EDIT:
Fire spells also have glitches, during day time they look completely fine:
But at night they have weird lines around them:
Withe ENB Effects off, they look fine at night.

Your fire spells look like you have a texture replacer installed for the spell effects, if I remember correctly some of them have that 1 px border.
What's that specific spell in the first image with the glow? I can take a look at it.

It's a bug in the fire spell effect texture, and the only proper way to fix is to fix the texture.
By the way, do you have the particle patch installed? I remember fixing quite a few of the buggy spell effects in the past.

I don't see anything wrong with the asset. There's minor banding that can be probably improved somewhat by editing the texture but I would say the main culprit is your preset, by the looks of it contrast has been significantly increased in post-process which tends to bring out banding effects.
