Dont remember if i did custom fix for such particles in old Skyrim mod, but most likely not and you should ask Mindflux to fix in Particle Patch.
Cant say about shadows yet, recently trying to find way to implement subsurface scattering for characters, which is tricky in this engine.

I have another question. Something in Skyrim SE bugged me a lot of times and that is the greenish overlapping SSAO. When a surface is really bright it seems like it is clamped in brightness and then if an SSAO goes over that over bright surface it becomes a greenish shadow. I have a screenshot here as an example. This does only appear on light sources that are bright enough.

it doesn't matter with or without ENB this is present every time. It just looks really really dirty and makes the whole picture a mess.
Is there anything I can do about it or a way to fix that?

Regarding particles from window lights, checked in tavern of Riverwood, they are not adjusted by fire or particles category. So if they are applied as particles, then you have mod installed which set their parameters falling to fire category.
About greenish ssao, i never seen this. Which game setting should i use? Are you sure its because of game ssao?

Tried to set high intensity of directional light inside interior and check face when game ssao enabled. Nothing wrong happening.

I need to say for this. That I use ELFX for interior lighting. And I will test now how this thing changes in the same areas I saw it with enb, without enb and with and without lighting mod and will report back.

Ok I am Back. Now in the normal game without any mods and with SSAO it is not MUCh noticable but the campfire in the first room of bleak falls barrow does the light I meant even in vanilla. The spot I was concentrating was the SSAO produced by the right side arm.
