Have you tried deactivating AO, saving it and then restarting Skyrim. I'm not sure how AO is done these days, but not long ago you needed to restart the game to make the effects either truly activate or deactivate. At least that's what I remember, but I might be wrong.

Game AO + enb without AO = bug
NO Game AO + enb = NO bug
Game AO + NO enb = NO bug

Now this is strange. I would've thought one way or the other, but not both.

Setting the Se AO with nvidia inspector to high quality didn't help.

Any ideas?

check if your enb uses reshade AO

There aren't any files called reshade, is there another way to spot this?

Then it doesn't - otherwise it would have at least reshade.fx and it's own d3d11.dll.

Do you experience the same thing with the original ENBSeries files that comes with the binary download. If not, it's worth a try, to exclude the possibility of some wonky shader code.
Even try just using the enbeffect.fx from the download and exclude the rest of the files. enbeffect.fx is always needed, the others are optional.

It was released for SE, does it not work?

Not the place to ask but I really don't know what to do about this. It seems the Screen Space Reflection shader in SSE has a bug that applies a black bar to water. Do any of you know someone that would be able to fix this?

Edit:
For some crazy reason Skyrim doesn't accept the highland cow mesh. Just shows the vanilla mesh.
