Ah yes sorry, missed your question regarding textures.
But no, particle patch does not modify any textures apart from a couple of special cases that generally speaking no other mods modify (gradients).

@Mindflux I'm not sure if it's just an ELFX thing or if it happens with Vanilla as well, but it seems that windows in Solitude aren't affected by the [Windowlight] parameter in ENB. Happens for all exterior windows and at least the interior windows of the Blue Palace. Also, there is a small drainage grate in Solitude that is overly bright during the day so that it almost glows when in shadow. https://imgur.com/a/DTLKOfc (<-Those interior shots show Blue Palace windows at night, those two exterior shots are of the drainage grate near Castle Dour where the guards practice their shooting.) Would you mind checking those things and letting me know if it's just ELFX? Thanks for your particle patch, btw!

Seems like some of the interior windows in Windhelm also aren't effected by the [Windowlight] Parameter. I didn't check the exterior. Wondering if I should check cities everywhere.

The Solitude issue with windows is possibly caused by a mod, works fine here (at least the windows I checked, including those you mentioned).
As for Windhelm ones, those needed fixing so I went ahead and fixed those that I could spot. Please do let me know if you see more, I'll take a better look myself too.
With the grate I couldn't see an issue in my game, but I fixed the bugs I could see looking at the mesh so it might be good now.

Ok, if I wanted to figure out if it is in fact one of the mods I am using, how do I actually look at the mesh and find out. I have nifskope, but I don't know where to look or make that kind of adjustment.

The window objects need to use the glow shader.
