Alright, looking at the ELFX meshes in Nifskope, I can see that they point to the base texture and a normal map, but no glow map. Would I just need to add the path to the glow map below the others and save out the mesh? Sorry, still learning this stuff.

Are you looking at the window object? Look for the lighting shader property for that shape and make sure it's set to glow shader, check that glow map is checked in shader flags and finally look at the texture set that you mentioned and add the glow map (third texture, _g) in case it's missing. As far as I remember glow maps are already existing for all objects, in some cases they're just not being used (vanilla bug).

Also, forgot to mention that I noticed that some vanilla windows are using multi-layer parallax shader which can't be used with the glow shader, so basically you would have to choose which one you prefer. I didn't modify those windows, not sure what to do about them - probably just leave them as is.

Had to stop looking into this last night as I got tied up with other things. But I went through several of the major cities (Whiterun, Windhelm, Riften, Solitude, and Markarth) and they all are missing windowglows on about half the windows in the cities. It's enough to make me debate whether I want to stick with ELFX. I'm going to look at this again in a little bit and make a decision. Gotta re-read what you wrote while I have Nifskope open in front of me which I don't at the moment.

Which of the bonus files are compatible with Skyrim SE? Or only the SE Particle Patch?

In principle only the high-poly fern meshes, for which there's a separate download.

The grass might also work without any modifications but I haven't checked.

Overall I am really liking this mod.
But the water mist at the waterfalls is to green/blue for some ENB's, weather mods, etc.
I am using rudy with obsidian myself.
(This isn't the worst looking weather for it, but I am to lazy to find a really bad one).

I've tried to adjust that for myself, but can't figure out the vapor fx.
At least fxwaterfallmistblast.nif and fxwaterfallmistblastlite.nif can be turned white, but that doesn't change vapor completely.
Does anyone have any idea which files I'd need to edit to make the vapor all white?

Try lowering Lighting Influence parameter.

I changed the emmisive color to white, like the default ones also have, that worked.
And since all other water vapor effects are white so it fits in with everything else nicely now.
I just couldn't find the color under PCloudSmoke07-Emitter at first, but I got it now.
