You might have the chain in the wrong order. You should have ENBoost having the ENB d3d9.dll as a proxy, rather than the other way round.

Skyrim reloaded and fallout new vegas work fine with your mod.

What should i update? I told about problems many times. There are better graphic mods than ENBSeries for Oblivion.

But none of them are as good as the oldrim version.

and about bugs Alenet (creator of Oblivion Reloaded) is fixed majority of bugs.

Impossible to make such complex mod as skyrim version, because oblivion itself have very poor graphics. I dont know, such old game, fans of it have seen everything and not so interested in graphics.

Oblivion reloaded have open source code available on your site.

I think the original shaders available there can help make your mod faster.

Because it's a source code of another mod, not game source code. I do totally different things in ENBSeries.
