I guess there's a little bit misunderstanding here.

My main "problem", do not really understand is:

- Whatever Weather mods I use. whatever preset I do not see Godrays.

And, that's I am don't know:

1.) Weather mods disable this feature;
2.) or ENB issue

I don't think it' an ENB issue.
But, I am found strange, that the only wheater mods I found with Godrays is COT presets.

Tried different COT preset, all have Godrays effect.

But, if I choose, Vivid Weathers or Obsidian I didn't get it. I didn't see any screenshot with this weather mod with Godrays.

That's what I wanted to see clearer.

That's all.

But, never mind...

Presets cant affect rays, they are modified internally, so if you set [VOLUMETRICRAYS] to 1.0 in enbseries.ini, then no matter which preset, rays will be there.

Unfortunately in SSE godrays are tied to fog and most weather mods remove/reduce the effect so it's only visible in foggy weather.

Oh, yeah, didnt think of this. But its not depends from ENBSeries fog parameters, so only native mods can do this.

I am still don't really understand it, because I posted screenshots from Rudy EN - COT. Fog or not fog, I wouldn't say it doesn't look good.

One more thing about Godrays, and I am trying to shut up.
So:

If I understand well, it does not matter whether at Skyrim Launcher Godrays is enabled, disabled, high or low, because:
If I use an ENB preset its Volumetric Rays win?

(similar like BSA or Loose Files)

So, I disable Godrays via Skyrim Launcher it is maybe a better choice? (even it is buggy) because I will be Godrays, from ENB preset, and maybe even safer, less buggy, etc..
?!

I have a huge issue with transparent textures I think, with update 0.368.
I'm using Footprints mod and Enhanced blood textures.

kranazolika - As sassa said, many weather mods reduces the intensity of volumetric rays during sunny weather. This is logical, you shouldn't see them during clear sunny weather, unless the forest is burning nearby (to see them you need some kind of dust in the air). And in SSE this effect is implemented really poorly, those volumetric rays behave rather like fog, even their source will not follow the actual location of the sun.
In my presets I've reduced their intensity during daytime, but we don't have a multi-weather support in the ENB for SSE, so it affects all the weathers, but you can see them in all my presets, they just depends on location and a time of day :
