Yes I haven't found a way around it yet. You can reduce particle light shadow quality, it helps somewhat.

Yes and since candles were never intended to do this there are areas with like 20 candles on the screen simultaneously (e.g. boss fight chamber of Fellglow Keep has a ton of candles). There is no way to optimize this other than maybe reducing the size of the light particles for candles. Incidentally they were increased by the particle patch if I'm not mistaken so maybe we want to dial things back down a bit.
