There is literally nothing you can do with an ENB Palette that you can't do with a 3DLUT as far as image adjustments on the Palette/3DLUT go. You can actually do FAR MORE with the 3DLUT. In fact, the ENB Palette is essentially a 1DLUT...

Hey!
Just read your tutorial it's very enlightening to me as an 0 beginner to doing enbs.
I was going to make an palette for skyrim SE but had some questions before beginning. Is it so that I have to use LUT for SE or can I just make palettes according exactly like your tutorial?

Same as Trey said, I agree that you should use a 3D LUT just because it's a more powerful tool. Kingeric posted code here to let you use 3D LUTs, and in a reply in that thread he posted some video tutorials too.
