The most popular water mods for Skyrim LE are Pure Waters and Realistic Water Two, Realistic Water Two uses displacement and parallax and Pure Waters is also compatible with that. But i don't remember how they look in terms of parallax.

Boris - I've regenerated the height map from normals. It's not perfect, but has a wilder range. Just don't know if this is what you want? Redownload my texture again.

Hi, Boris. Is it possible to move non-binary ENB files, such as configs, textures and shaders to ./data/enb directory? It might make preset management possible via third party software such as mod organizer, make preset installation and removal easier, and reduce clutter in skyrim root directory.

I did test texture myself, don't know why photoshop dds plugin refuse to load yours, just first time once it was loaded successfully. Anyway, problem solved and i did displacement and parallax for some waters.

This was asked several times earlier and i can't add anything new to my past answers - no. Any software for managing mods can do this feature easily, no need to use data folder of the game for that. But it is not that easy on practice, because presets have double folder structure (root and enbseries) to handle cases when presets have extra dependencies and uninstalled wrongly or replaced wrongly. Also it's very late to do such changes breaking compatibility with existing presets.

A small thing to report: [WATER] checkboxes after EnableDispersion and EnableCaustics not working.

If i empty checkboxes from after these, nothing happens. And clicking "APPLY CHANGES" makes green check marks reappear.

I don't get it. Can you make screenshots with bugs with step by step description? I did very big progress, so maybe it's some old bugs of parameters not used? In public release only caustics and dispersion are used for water.
