is it that what you mean? this issue occurs only between 9.00 and 12.00 am. no weather mod installed. only my enb preset and ELFX for interiors.

Nope, not this one, because direct lights visible, but if you want it's fix, make a savegame, enbseries.ini, fallout4/prefs.ini and give them to me.

It's not shadows, but reflection. Game use low resolution reflection texture, plus glitches of screen space reflections in general - result lot of bugs on thin objects. Don't know, i can try remove small individual areas, but it will be another sort of bug. To waste more performance to compute in higher resolution not worth it, cause reflections rarely visible, but computed anyway.

I'm using the weather mod NAC. It never happened to me before 0.385 binaries.
It also happens totally random and camera angle doesn't affect it. Even when standing still and not moving at all the interior tod pops in for 1-2 seconds. I just can't reproduce it.

should the water be blinking? ever since i got the first update that had water changes added, it's been blinking between visible (vanilla?) and pure black. resetting fo4 settings didn't help.

You might be having the same issue that I had with the reflections. that wasn't it, but i found the reason. this new change is incompatible with mods that change water. waterworld for example.
