For some reason I can't see the wet effect here....... =/ Maybe's due the textures mods I'm using ??? (SRO, Noble Skyrim, ........ )

Thats weird..... :S Tried several adjustments here and still can't see the wetness during rain ...... Any idea of something (mod, settings, etc.) that could be preventing the effect ?

If rain itself works fine with the mod, then it's also detected correctly no doubt. ReflectionAmount*** should be set bigger than 0 to have effect visible, try IgnoreWeatherSystem=true to make sure weather system not applied to it. I dont think there is any reason to have this effect off from external factors, you would notice ssao not working, ibl or other things also if something failed (because located in same place).

Indeed, the artifacts in a first person mode, in the interiors, are almost invisible and the rain wetness works without wet surfaces.

One question. Is the performance the same when both effects, WetSurfaces and RainWetSurfaces, are enabled or it's better when only rain wetness is enabled?

For my OrganicSE preset, setting the FresnelCurve=1.0 and BodyFresnelCurve=1.0 with ReflectionAmountxxx=1.0 and BodyReflectionAmountxxx=0.7 worked.

EDIT: BodyReflection during daytime 0.7 made the body covered with a clear plastic look.

Performance is the same for both effects, cause they use same code, just parameters selected differently. Of course cubemap enabled and higher quality of antialiazing make things slower and if only rain type enabled, performance not be wasted when there is no rain at all.

I have to warn that fix for first person objects depends from sky background color (big or too low values make it more visible) and size of the first person models on the screen (bigger - more visible bug).

Boris thank you so much for your ideas and implementations !!! Still the bug is there yes but you can make it very very subtle so its almost not visible in a bad way but enhancing the picture. thank you so much!

Hmm. I'm using the latest update, but it seems that the wet surfaces are still always on.
Took some screenshots with sunny weather - the ropes around the wooden posts and the stone wall are wet, no matter the weather and settings.
Only disabling ENB removes the wet effect:
