@Anubis I've noticed the same thing in various areas. it's not just AmbientOcclusion because I have it disabled currently.
I took a look at that spot in Windhelm. Here's the nif in question.
It has a dirt overlay.

EDIT: Upon further investigation (in this case) - this is an issue when having bEnableImprovedSnow=1

Pfuscher
Cubemap of wet effect is dynamic, so if activating effect make it crash, reason is definetly not in usual textures. Maybe some game video setting or tweaks in skyrim.ini/skyrimprefs.ini change cubemap creating code, this need lot of time for testing.
Btw, i already know some people do not have cubemap visible with wet surfaces, its black instead (not sure if it's SE only problem). If someone having such problem or crashes, please report and let's find out why this happen.

Quad bug in the ice cave is non of my business, game shaders are wrong and draw transparent objects to normal map incorrectly, modders must fix such things by applying alpha test to such objects, not just alpha blend. I fixed some of objects already and can't do more, cause other messed up from fix. Most likely you have some mod installed for that decal.
About snow thing, i can't fix it. Snow is very weird effect from code side, disassembling shaders is required to patch them, but such procedure reduced precision of variables used to generate this effect and those very tiny changes were enough to change visuals a lot.

Re: TES Skyrim SE 0.415
Ok, ice cave bug is a mod problem then.
But the other thing - I'm not quite sure it is a snow problem. Firstly - it's inside, there should be no snow, secondly - I have bEnableImprovedSnow=1, but when I disable AmbientOcclusion, the problem disappears. It's different than ez009 has. (When ez009 disables AmbientOcclusion, the bug won't disappear, but for me it does disappear) Or in the other words - when I have bEnableImprovedSnow=1, then I don't have this bug. Only with AmbientOcclusion. And it flickers or blinks fast (not visible on the picture)
bEnableImprovedSnow=1 <on both pictures

Re: TES Skyrim SE 0.415
Just wondering if there is any parameter in ENB that modifies the color/brightness of 'Cloud layer 28' aka the true horizon color. Cheers, great work as usual.

Re: TES Skyrim SE 0.415
I cant reproduce bug with snow in the hall of the dead, but i see black colors which seems come from no cubemap when bEnableImprovedSnow=1 set.

No idea what do you mean, i'm not familiar with native modding of the game.

Re: TES Skyrim SE 0.415
He means the scene background color, it's set by the cloud layer 28 in CK.
