True. Vanilla game applies a wet effect when it rains, but it uses static cubemaps.
Doesn't your new wet effects in Skyrim use a dynamic cubemap of sorts? Or have I misunderstood? Is it SSR I'm seeing in the screenshots and in Guzios videos?
I guess what I'm asking is if dynamic cubemaps are possible in Fallout 4? And if these could be applied anywhere the game uses static cubemaps.

I did wet surfaces because one user requested around 2 months ago and he showed screenshot from Fallout 4 with this effect on the bodies as reference. So it must be there.

wet surfaces in this game looks bad, because sky is not rendered in the moment when they must be applied, so reflection is black there. And it's not fantasy game, many surfaces are flat, so much simpler to notice this is just 1 sample cheap effect.

Maybe the vanilla static cubemap could cover the black areas of the reflection? Then maybe they would work together to cover it all.

There is no singe vanilla cubemap, game have array of them and they are picked up per pixel by unknown logic to me. Still not solve problem with flat surfaces, staying near buildings will have wrong result and good one already exist as game screen space reflection.

You mean just specular under [environment] category like other mods have? I'm not sure about just sun specular, it may be much harder than generic.
