Found out that my screen is only capable of 59.8 fps and not the 60 fps it claims.
Does anybody here know if there is a way to force max fps = 59.8 through Nvidia Inspector?

Turn on vsync and it will be exactly what your display refresh rate is and it's the only way to do things right if you don't want screen tearing. Without vsync it doesnt matter will be 59 or 61 or 59.8, same issues will happen.
