@CosmicBlue: Sorry, I was a bit vague - many ENB setups use the enbeffect.fx with HD6's additions. I just checked and indeed so does Stakado's Realistic and Cinematic ENB. If Sir Stakado hasn't planted any mines in his files you should be able adjust brightness on-fly by pressing down 1 and then Page Up and Page Down.
@CruNcher: Maybe a mod called Spells Will Give Off Light could be what you're looking for? I haven't tested the mod myself and don't know what spells it covers, but looks like most light-giving spells are included.

Wow with that mod active and the normal fire spell render time goes into the cellar also with ENB disabled interesting the same dropdowns i saw in normal GamePlay also when light comes into play in Heelgen Keep (several viewpoints in direction to light sources) i wonder whats causing these light render brakedowns (in terms of skyrimprefs settings).
It brakesdown by 10x from 60 fps to 6 fps just rendering that 1 light, exactly the same happens in normal Gameplay @ some locations also, and as soon as you move the viewpoint away from the light it's rendering normal again.
I guess this mod could be used as a perfect testcase for this issue

Before start i want to tell you that my performance is much better than before, now at least i can play more than 20 fps with Sky Lighting enabled. If i disable Sky Lighting then i get the same performance with enb 113 , more than 30 fps.

I don't know which parameters in skyrimprefs.ini disabling shadow filter. About first screenshot can't say much as dof blurring result and said already that near the camera (1 cm from near clip plane) noise is not filtered, but on screenshot this distance is bigger, so changes are made in config (which i don't know) or issue not depends from distance.

I don't want it. How do i know what you changed and where, which mods installed? It's work on your side, to find the reason of problem and tell me what was that (for testing, if somehow possible to fix without performance cost).

You don't need to reinstall the game, just try using clean skyrim inis.

any idea what could trigger those render brake downs with Point lights it's strange it seems only 1 specific light causes this i can reproduce this also with a special torch ingame that uses it.
player.additem 36343 1 <- this torch is causing the same render brakedown for me as the mods light use and the render brakedowns in Heelgen Keep.

i will try to figure it out could be a bug or something in my skyrimprefs.ini clashing with Nvidia and it's drivers
@ Maken the only way to avoid the Noise @ such close range and still keeping some of the Sky Lightning i used

anything above is like disabling it anything bellow will trigger the Noise for me, though the Noise is still visible in some Camera Angles but isn't as heavy anymore.
But as confidence man said some ini settings wrong and it could backfire heavily i guess it hit me too with those light render brakedowns and i have also to reevaluate them

Ohh thanks man i will try these settings to see what happen and show you the results. With the previous update the noise was not much noticeable at close angles but at cost of huge performance drop for my system, the new updated 114 brings me back again the good performance that the 113 was giving me but now i encounter the problems i have shown, not matter if i disable sky lighting or not. I need to find the main problem, if i cant find a fix for that in my case, i will use the stable update until i can fix it.
