Any idea what is going on here?

It occurs after enabling complex terrain parallax in ENB and only in the Fall Forest have I encountered the issue. The textures all have appropriate height maps in the alpha channel and are bc7 compression. This weird pixelated shadow is a radius around my character that will get further away as I approach it. Reminds me of an issue I had while back with the terrain blending feature in snowy terrain at night. I am using the latest public release of SSE enb series.
EDIT: It seems specific to the texture itself, any idea what would cause this? Swapping out the textures fixes it. I tried trying a different normal also recreating a new height map but the issue seems to be with the diffuse as I wasn't able to fix it. This is from amidianborn landscape.

No further issues since swapping out textures.

Have an idea. If you turn off parallax shadows and issue disappear, then it's because invalid mipmaps generated. And only way is to resave textures with generating them again.
