ENB unhandled exception on startup after upgrading from RX570 to RX6700XT

Hi,

I've recently upgraded my old RX570 to RX6700XT. In the process, I've also updated my GPU drivers from 22.11.2 to 23.3.2. The display refresh rate was increased from 120Hz to 240Hz (I didn't change the monitor; RX570 didn't support 240Hz at native resolution, RX6700XT does). No other changes have been made to my setup.

After these changes, I can no longer launch GTA3 or Vice City; an error message is thrown on startup:

Everything seems to work fine after removing d3d8.dll and d3d9.dll; the game will start and seemingly work just fine.

What can be causing the problem here and can anything be worked around it?

AMD drivers most likely. Or their "extra" tools installed which hooks in to the games (disable/terminate them).
