Sorry for the delayed answer.. - I tried with the attached version and now there are no underwater caustics in the lake Ilinalta too.
I traveled to other places and there seem to be no underwater caustics anywhere.

Well, i hoped that old skyrim version code may work in skyrimse because was confused why need to change it when did porting. Guess in skyrimse water level captured from some other underwater surfaces from time to time, i will check.

Yep, it seems that the old skyrim code also does not solve the problem that only the lake Ilinalta has caustics. And SSE underwater caustics looked better too.
(At least they seemed to look better, not so dense)

SSE and old Skyrim caustics have the same code, only differ by fading distance.
Found the problem, many places have water shader not handled, so water level not captured.

Version updated, download again
Added unhandled previously shader of water surface when camera is underwater and fixed caustics for that shader (water level calculation is from that shader).

I've tested the update in the lake near riften, the sea of ghost and ilinalta and it works
