You can even remove most of it by tweaking the Top, Middle and Horizon intensities and curves. All those three areas blend with each other. Horizon is blended halfway with Middle and Middle is halfway blended with Top. If you have a bright gradient color on top of a darker gradient color (or just darker even background) it causes banding depending on the difference between the dark and bright area, and if the spread distance could be adjusted that would play a factor to banding occurrence, it still does but as it is not adjustable it has the same distance spread of the gradient color of for instance the horizon.
But the downsampling should take care of most of the banding it will still be there just less noticeable.

Thanks! Yes, I hate banding as well, but I try not to be bothered about it. I tend to see it pretty often, more frequently on a sunny weather, though, so maybe it's related to sky intensity or the imagespace settings in CK, not sure... gamma? No idea if downsampling could help, not that I have hardware for it anyway, so dithering would be perfect.
Oh yeah Jawz is again right, you can eliminate it by making sure the sky gradient parameters are not too far apart. But that's obviously a compromise on the visual appearance most of the time, which is why I try to live with it.

Actually it can be done in the ENB too, but it would require some heavy overhauling of previous settings.
What about SweetFX dithering option does that work properly, I tried it myself but I couldn't see any better or worse on my end though I did not have any banding as I was using ELE, or EWE back when I tested it
To my latest ELE - Weather type SkyrimClearRE this is my coloring for the Day sky color, without any banding, a bit at the very top but it's few stripes that isn't that noticeable.

Sky Lower/Middle - 132, 170, 219
Sky Upper/Top - 98, 133, 187

I set my tonemapping really high and it solved some of it for me. Gotta find that downsampling post and try it out.
