@mcmull500
There isn't. And there's no reason for it to be turned on either since they're just the main menu and loading screens. You don't spend an extended amount of time on either of them. I guess they look nice, but really not necessary.
There is a popular rumor that swirls around for Bethesda games where the load speed is dependent on the frame rate. I'm pretty sure that myth was debunked, but the rumor is still out there. By disabling ENB on the menus Boris doesn't have to deal with players who think ENB slows down their loading times.

Re: TES Skyrim SE 0.460

@Spongeman131 fair enough, and I agree it should be turned off by default, but you act as though there's harm in having an option to choose

Re: TES Skyrim SE 0.460

why was the choice made to only have it affect BigRangeScale and not also the other Interior parameters?
Because it was requested and to keep compatibility with existing presets i did this thing. Other parameters have time of the day separation.

By removing smoke mesh which is detected by the mod (it's spiral shaped).

It's not a rumor, at least in LE was tested. If fps is lower or higher than 30, loading times decrease, so i did various tricks to force fps limit at loading.

Here's a modified loading screen mesh that will keep ENB enabled:
