I do not see any problem with any of screenshots you did, investigated all factors which output result and reflection is visible for you. Also this effect is immune to weather, unless you have weather system enabled or locations for wet effects, this is very suspicious behavior. Try attached, 0.5 and 1.5. At 0.5 it should have very intense effect. With 1.5 it must give red color. Check if some of those weathers turn red off and if it is, you must have reflectionamount*** set to 0, there is no other way to make it off.

You were right - I used the default files that come with the latest version - reflection was 0 in Wetsurfaces and 0.3 in Rainwetsurfaces. I set them all to 1 and the effect was visible again.
But this does not explain why fw c8220 1 had the effect visible even with reflection 0
I have no weather system or any weather mods installed.

If c8220 weather have rain, then it's answer why effect activates. So, effect do work for you, but the setting are too low, so you barely see it. There is no issue.

But when I played the game with rainy weather I did not see any wet effects, even if I changed these settings.
