Skyrim drop form 55-60fps to 10-15

I suddenly drop fps whenever I am near mist/fog like near a creek, waterfall or lake. heck it drops whenever I look at it. It's frustrating to go from 60 fps to 10 in a blink of an eye. Does anyone know of any mpods, ini tweak or enb tweaks that may remedy or limit this issue?

I am currently using no weathe rmod, but I am using revamp exterior fog.

Particle lighting may be enabled or you have mod which increase amount of objects of such type.
